Franco-Peruvian relations, which had cooled during President Fujimori’s regime, were rekindled under the Presidency of Mr. Toledo. President García is a friend of France, where he spent 14 years (studies and then exile from 1990).
Principal French visits to Peru:
May 2008: Prime Minister François Fillon, accompanied by the Secretary of State for European Affairs, Jean-Pierre Jouyet, represented France at the EU/Latin America/Caribbean Summit in Lima. He met with President Alan Garcia on this occasion.
6-8 July 2009: visit to Lima of Ms. Anne-Marie Idrac, Secretary of State for Foreign Trade.
8-9 February 2010: Mr. Martin Hirsch, High Commissioner for active solidarity against poverty, High Commissioner for youth represents France at the second EU-LAC forum on social cohesion.
8-9 March 2010: Mr. Brice Lalonde, Ambassador responsible for climate negotiations, participated in the EU-LAC meeting in Lima on climate change.
Principal Peruvian visits to France:
- 13 and 14 October 2003: official visit of President Toledo.
- November 2007: visit of Foreign Affairs Minister José Garcia Belaunde, received by the Minister.
An agreement on the advance repayment of Peru’s debt was signed in July 2009. However, the fiscal agreement on non-double taxation still awaits Peru’s ratification.
Finally, Peru is grateful to France, when it held the Presidency of the European Union, for contributing to ending the deadlock in the negotiations on the EU/CAN association agreement by encouraging the Commission to reach a formula for compromise, making it possible to enter into negotiations on the trade component with the Andean countries that were ready (Colombia, Peru and Ecuador) (Peru and Colombia signed the agreement in Madrid in May 2010).
