New IAEA report (November 17, 2009)
The Agency’s finding is clear: Iran is continuing to refuse to cooperate fully with the IAEA to provide transparency regarding her past and current nuclear activities and restore confidence in the exclusively peaceful ultimate purpose of her nuclear programme.
The agency notes in particular that Iran is continuing to stockpile low-enriched uranium, in violation of the resolutions of the United Nations Security Council and IAEA Board of Governors, has built the secret enrichment facility in Qom in violation of her safeguards agreement, and is still not answering the Agency’s specific questions on activities possibly linked to the design and manufacture of nuclear weapons.
This is in addition to the lack of a satisfactory response by Iran to the IAEA’s proposal to supply the Tehran research reactor and take part in a new meeting with the Six on her nuclear programme.
The Six stated in New York on 23 September that they were expecting a serious response from Iran to the international community’s requests and that, based on this, they would decide on the conclusions to be drawn. The Six have demonstrated a great deal of patience until now. We are urging Iran very quickly to choose cooperation.
