France is one of Guinea’s preferred partners, and Guinea is one of the top ten recipients of French aid in Africa. As such and after the sanctions were lifted in 2005, a framework partnership document (FPD) was signed in 2006 for a five-year period. This document reflects the three MDG concentration sectors - education, water and agriculture - for which the French Development Agency (AFD) posts commitments for a total amount of €100M over 2006-2010.
For 2009, the DGM has planned a budget of €932,000 and earmarked €480,000 in payment appropriations (PA) in terms of FSP for funding projects under way. As an exception, following arbitration, €200,000 in additional PA will make it possible to implement a new project, one component of which will be to support the election campaign. A new multiannual budget of €700,000 will also be set up under the Social Development Fund (FSD - community projects that must first benefit children without families and women).
Other funding for which Guinea is eligible:
Classified as an LDC, over the past decade, Guinea has mainly received grants (69% of net commitments), as well as non-sovereign loans (23%), hard loans (4%) and structural adjustment grants (4%). As soon as the completion point is reached in the context of the HIPC initiative, an additional annual volume of €10 to 15M (the first years) under France’s additional bilateral financial aid, might be available in terms of debt relief / development contracts (C2D).
