A Partnership Framework Document (PFD), signed between France and Djibouti on 3 March 2006, totalling between €53 and 76M, defines France’s cooperation strategy for the period 2006-2010. The sectors of concentration are: education, health and development of urban infrastructures. Crosscutting fields are higher education and research, governance, and French as a world language and the promotion of cultural diversity. In 2008, the AFD reached an historic record in terms of its activities (€48M in grants, all instruments combined) in the three sectors of concentration, which are urban development (Balbala project, €5.5M donation), education (€8M) and health.

· Military cooperation: €3M for 2009, 20 military technical assistants.
· Military presence: Defence agreement (1977), military base with 2,800 men (France’s biggest military operation abroad). The signing on 3 August 2003 of the agreement on the financial and tax situation of the French Forces in Djibouti (FFDJ) for a ten-year period ensures a long-term French military presence in this country. Air Division General Thierry Caspar-Fille-Lambie has been in command of the FFDJ since August 2009.
