Cultural, scientific and technical cooperation
France is far and away Djibouti’s leading lender (approximately €20M in ODA per year). The number of technical assistants moved from more than 450 in 1982 to 43 in September 2005, conveying the evolution of our cooperation, which is moving progressively from a substitution scheme to project-specific cooperation. The AFD is active in Djibouti, where it has a regional office.
The partnership framework document (PFD), signed in March 2006, determines three sectors in which French aid is concentrated:
education,
health and the fight against AIDS,
development of infrastructures, primarily urban.
The PFD also names three crosscutting fields:
development of higher education and research,
strengthening of good governance,
strengthening of the French language and promotion of cultural diversity.
