France is the fourth-leading bilateral donor and the leading bilateral donor in Europe, with €25M. In September 2005, Cambodia was the first country with which France signed a Framework Partnership Document (FPD), which provides for commitments of between 109.6 and €124.4M for the period 2006-2010 and structures French cooperation around two major areas:
Sectors of concentration: agriculture and dietary health, protection of the environment and biodiversity, health and the fight against AIDS;
Cross-cutting sectors: higher education and research, cultural diversity and francophonie, and the structuring of civil society.
Some of the most significant and symbolic projects carried out in Cambodia include the restoration of the Baphuon temple, at the Angkor site, the codification of criminal law and criminal procedure and the Institut Pasteur’s P3 laboratory in Phnom Penh.

Drawing on the expertise of the Commission consultative des recherches archéologiques à l’étranger (Consultative Commission on Archaeological Research Abroad), the Ministry of Foreign Affairs (DGCID) is subsidizing nearly 160 archaeological missions (from palaeontology to the medieval period) in 65 countries.
