Vietnam – Economic diplomacy – Visit by Matthias Fekl (April 14 and 15, 2015)

Matthias Fekl, Minister of State for Foreign Trade, the Promotion of Tourism and French Nationals Abroad, visited Vietnam from April 14 to 15. He attended the signing of an agreement with BNP Paribas to finance five of the 62 Airbus A 320/A321 aircraft ordered by the airline VietJet Air for $60 million.

Political relations

France considers Vietnam an important partner in Asia. The two countries have longstanding historical connections. France was one of the first Western countries to back Vietnam’s renewal policy, supporting it on the road to development and opening up to the outside world over a period of over twenty years. Bilateral relations between France and Vietnam are founded on substantial and regular dialogue.

Political relations follow a pattern of regular meetings at very high levels: three French presidential visits to Vietnam (1993, 1997, 2004), plus visits to France by the President of the Socialist Republic of Vietnam in 2002, by the Secretary General of the Vietnamese Communist Party in 2005 and by Prime Minister Nguyen Tan Dung in October 2007.

The official visit by French Prime Minster Fillon, on 12-14 November 2009, provided an opportunity to reiterate the importance France places on its bilateral relations with Vietnam. Every year, a number of ministerial visits are organised in both directions. Bilateral talks took place between the French President and Vietnamese Prime Minister in Vientiane in November 2012, and between the two Prime Ministers in Phnom Penh in February 2013.

Parliamentary Friendship Groups exchange periodic visits. France and Vietnam also enjoy bilateral relations at decentralised level, with local and regional authorities meeting regularly at Franco-Vietnamese Conferences on Decentralised Cooperation (the 8th such conference was held in Haiphong, Vietnam, in November 2010, and the 9th is to be held in Brest in June 2013).
