Jean-Marc Ayrault, Minister of Foreign Affairs and International Development, will take part in a ministerial meeting in the Normandy format in Munich on February 18 together with his German, Russian and Ukrainian counterparts.
While tensions remain high in eastern Ukraine, especially around the town of Avdiivka, the implementation of the Minsk Agreements remains a top priority.
The minister will outline concrete measures to improve the security situation, notably the continued disengagement of forces along the line of contact. Observance of the ceasefire should contribute to the implementation of humanitarian measures, such as the opening of additional crossing points and the restoration of critical infrastructure for the local population. Particular attention will be given to the exchange of prisoners, which represents a necessary confidence-building measure between the parties.
France affirms its attachment to the role of the “Normandy format” in the implementation of the Minsk Agreements, which are the only way to ensure a peaceful and lasting solution to the crisis between Russia and Ukraine.
