Meeting in Berlin – Statement by Laurent Fabius (July 3, 2014)
The agreement reached on July 2 lays the groundwork for moving toward a bilateral ceasefire and restoring stability.
The arrangement includes a deadline for holding a meeting of the contact group by July 5, the main objective of which will be the implementation of the ceasefire by all parties.
Everything possible will be done to ensure that the ceasefire will last and that it will be monitored, notably by the OSCE observers. Confidence-building measures must also be put in place in order to protect the borders between Ukraine and Russia which has agreed to authorize the presence of Ukrainian border guards at two border crossings within its territory.
We agreed on the important points. This therefore represents significant progress toward our objective of de-escalating the situation which is yet to be implemented.
France, together with its European partners, will pay close attention to the implementation of this agreement.
