France strongly condemns the air raids on Deraa on February 13, in which a hospital supported by Handicap International was hit.
We note that attacks that deliberately target medical facilities are in violation of international law, particularly UN Security Council resolution 2286, which requires the protection of medical facilities and personnel in conflicts. Such acts, likely to be qualified as war crimes, cannot go unpunished.
France calls on all the parties to respect the cessation of hostilities and to allow safe, full and unfettered humanitarian access to all those in need.
The resumption of negotiations in Geneva slated for February 23 under the auspices of the United Nations must result in progress toward a true political transition in accordance with the terms of the Geneva communiqué and UN Security Council resolution 2254, the prerequisite for a just and lasting peace in Syria.
