Mali – Implementation of the Ouagadougou agreement (July 4, 2013)
France welcomes the arrangements for implementing the Ouagadougou agreement, which have led to an agreement on the confinement in Kidal of the troops of the National Movement for the Liberation of Azawad and of the High Council for the Unity of Azawad, as well as on the establishment of checkpoints at the entrances to the town.
The agreement now enables the Malian army to be deployed in Kidal. So it’s a notable step forward in Mali’s recovery of full sovereignty over all her territory, which was one of the fundamental aims of Operation Serval.
France welcomes the sense of responsibility of the Malian parties and particularly of the members of the Joint Technical Security Commission, tasked with monitoring the ceasefire between the Malian army and the armed groups in the north. She pays special tribute to General Kazura, the military commander of Minusma, who enabled this agreement to be reached.
