Today France is one of the top bilateral donors to Madagascar (with €35 million of ODA excluding debt cancellation + €24 million/year in other transfers + contributions to multilateral organizations + the total cancellation of bilateral debt in 2004/2005). This official development assistance is mainly provided by AFD. From 2003 to 2011, total commitments by AFD Group to the Great Island totaled almost €298 million.
A “Partnership Framework Document” (PFD) was signed on May 11th, 2006 with the Malagasy authorities and covers assistance in the amount of €250 million from 2006-2010. A mid-term review of the implementation of the PFD was begun in late 2008 before being suspended due to the political and social crisis facing Madagascar since January 2009.
The visit to France by the Chairman of the Transition in December 2011 led to the signing, in his presence, of two agreements with AFD, amounting to more than €10 million in donations. These agreements are intended to improve living conditions in disadvantaged neighborhoods around the city of Antananarivo and technical assistance for the Secretary General of the Ministry for Public Health, the Ministry of Technical Education and Vocational Training, and the National Office for the Environment.
Regionally, we must point out that two framework agreements (Agriculture and Cooperation) between Reunion and Madagascar were signed on October 20th, 2008. An agreement of encouragement and reciprocal protection of investments was signed in Reunion in July 2003, and came into force in April 2005.
