Other types of cooperation

Our cross-border cooperation, which holds an important place in relations between France and Luxembourg, is based on adapted instruments: the “Sar-Lor-Lux-Trèves-Palatinat” agreement, the Karlsruhe agreement (the extension of which to Belgium’s federated border entities is now completed), and the “Grande Région”, created on Mr. Juncker’s initiative. A major cross-border building site is currently open at Esch-Belval-Ouest, monitored by a French-Luxembourg cross-border technical group, with a view to concerted development of this more than 100 hectare, former obsolete industrial zone of the Arcelor, straddling the south of Luxembourg and the border towns of the Lorraine. The Luxembourg site of Esch-Belval was officially opened to the public on 10 November 2006 and since this time, 1,300 Dexia-RBC employees have moved to this site, at the new Dexia-BIL premises.

Given the proximity of the Cattenom power plant to Luxembourg, we are cooperating in the area of nuclear safety through the joint commission on nuclear safety, created in 1994.

In the area of security, a bilateral agreement between France and Luxembourg on police and customs cooperation was signed on 15 October 2001 in Luxembourg. This document establishes a right of pursuit and creation of a “joint centre” in Luxembourg, functioning as an information exchange and coordination service. This joint police and customs centre was established on 2 January 2003. Its merger with the Belgian-German-Luxembourg police cooperation office to create an original quadripartite structure is currently underway.
