Until the present time, the private sector’s role in Franco-Palestinian economic relations was modest: bilateral economic relations are mainly founded on development assistance and budgetary support for the Palestinian Authority. The appointment in August 2009of Ms. Valérie Hoffenberg, France’s Special Representative for the economic, cultural, trade, educational and environmental dimension of the peace process in the Near East, revived the trade and industrial dimension of our bilateral relationship by developing ties between the French and Palestinian private sectors.
In order to strengthen modest bilateral trade relations, the French government reactivated a protocol in April 2010, which will enable Palestinian companies to acquire French goods and services through subsidized loans. Trade between France and the Palestinian Territories still faces access difficulties and obstacles placed by the Israeli government in terms of the application of the interim Euro-Mediterranean association agreement on trade and cooperation between the EU and the PLO, of 1997, and the action plan of 2005.
