Situation in the Great Lakes region – Signing of a framework agreement for peace (February 24, 2013)

France welcomes the signing on February 24 in Addis Ababa of the framework agreement for peace, security and cooperation for the Democratic Republic of Congo and the region. This agreement was concluded under the auspices of the UN, the African Union, the International Conference on the Great Lakes Region and the Southern African Development Community, which will guarantee its implementation.

It notably calls on the authorities of the DRC to reform their security forces in order to reaffirm the state’s authority in the east of the country, as well as to carry out basic institutional reforms. The countries of the region, for their part, pledge to respect the sovereignty and territorial integrity of their neighbors.

We call on all signatory states to implement in good faith the commitments they have taken and to continue their dialogue aimed at finding a political solution to the crisis. The security and humanitarian situation in the east of the DRC remains fragile. Given the urgency of the situation, France calls for efforts to prevent the abuses and human rights violations committed against the civilian populations.

France thanks the UN Secretary-General for his good offices. It wants to see the swift appointment of a UN special envoy tasked with facilitating the implementation of the commitments made as part of this framework agreement. It also calls on the establishment of a response team as part of efforts to strengthen MONUSCO.
