France and Cabo Verde enjoy close relations, both bilaterally and via the special partnership between the European Union and Cabo Verde. Regular political dialogue takes place between the two countries, which also have close links in the fields of development cooperation (through a Partnership Framework Document signed in October 2006) and the management of migration flows (via a bilateral agreement signed in November 2008). Cabo Verde opened an Embassy in Paris in 1996.
Use of the French language is also growing in a country that has shown itself receptive to French influence. At the same time, Cabo Verde has moved towards closer relations with the European Union, with which it signed a "special partnership" in 2007, concentrating mainly on security issues.

In addition to the use of military means alone, this strategy includes actions to prevent the recruitment and movement of foreign fighters, to cut off Daesh’s funding and supply sources, and to combat its propaganda. This meeting will provide an opportunity to review the situation in the Middle East and with respect to the minorities persecuted by Daesh, notably the Syriac Catholics in Mosul and Qaraqosh. It will provide an opportunity to reaffirm France’s support for all minorities who are being subjected to the crimes of Daesh, notably Middle East Christians.
