France and Cape Verde enjoy close relations, both bilaterally and via the special partnership between the European Union and Cape Verde. Regular political dialogue takes place between the two countries, which also have close links in the fields of development cooperation (through a Partnership Framework Document signed in October 2006) and the management of migration flows (via a bilateral agreement signed in November 2008). Cape Verde opened an Embassy in Paris in 1996.

Use of the French language is also growing in a country that has shown itself receptive to French influence. At the same time, Cape Verde has moved towards closer relations with the European Union, with which it signed a "special partnership" in 2007, concentrating mainly on security issues.
