At the political level, contacts with the Belarusian government are in line with the European position: limited in terms of civil society experts until 2008, they resumed in the aftermath of the policy of conditioned re-engagement. Accordingly, in January 2010, and for the first time since 1996, a high-level ministerial visit took place with Belarusian Vice-PM Vladimir Semachko’s trip to Paris. In particular, this latter met with the French Presidency’s Secretary-General, the Secretary of State for European Affairs and the Secretary of State for Foreign Trade. This visit was followed by Secretary of State for European Affairs Pierre Lellouche’s trip to Minsk on 1 and 2 April 2010.
