Azerbaijan – Visit by Jean-Baptiste Lemoyne (15-16 September 2017)

On September 15-16, Jean-Baptiste Lemoyne, Minister of State attached to the Minister for Europe and Foreign affairs, will visit Baku for the inauguration of the French-Azerbaijani university. This flagship establishment funded by local authorities is based on a partnership with several French universities, including those of Strasbourg and Rennes.

Offering a four-year degree program, it will train young specialists in cutting-edge fields such as computer science, geophysics, chemical engineering, and oil and gas engineering.

Mr. Lemoyne will be received by President Ilham Aliyev, with whom he will discuss the potential for expanding our bilateral relationship. He will also reaffirm the willingness of French companies to participate in the diversification of the Azerbaijani economy. He will encourage the President to continue cooperating with the EU within the framework of the Eastern Partnership. Finally, he will underscore France’s commitment and determination, as co-chair of the Minsk Group, to seek a negotiated solution to the conflict in Nagorno-Karabakh.

He will also meet with Finance Minister Samir Sharifov, Education Minister Mikayil Jabbarov, Deputy Foreign Minister Mahmud Mammad-Guliyev, president of the State Agency for Public Service Inam Karimov, and executive director of the SOFAZ investment fund Shahmar Movsumov. They will discuss the main public contracts being negotiated in the areas of energy, transportation, and the management of urban services, as well as prospects for Azerbaijani investments in France. The minister will also bring up the development of an educational partnership, particularly to train future industry executives, and will meet with civil society representatives.

Mr. Lemoyne will also visit the French lycée supported by the Azerbaijani government and will welcome members of the French community.

Occupying a privileged position with respect to our energy supply, at the crossroads of supply routes connecting Europe and Asia, Azerbaijan is France’s leading partner in the southern Caucasus, with a €1 billion in trade in 2016.
